The Digital Statecraft Academy has published a new policy briefing, The Algorithmic State Architecture: An integrated framework for AI-enabled government.

Governments increasingly rely on artificial intelligence to deliver public services, inform policy and support decision-making. In most countries, however, these tools are adopted area by area, with separate budgets, rules and objectives. The briefing examines why this fragmented approach limits the impact of digital programmes, and sets out the case for a more coordinated one.

It draws on the Algorithmic State Architecture (ASA), a framework developed by Zeynep Engin, Jon Crowcroft, David Hand and Philip Treleaven (2025). The framework brings together four fields that are usually treated separately: digital public infrastructure, data for policy, algorithmic government and GovTech. It treats them as interdependent layers of an emerging AI-enabled state. Each layer builds on and enables the others, forming a coherent whole that is greater than the sum of its parts.

Based on the experience of Estonia, Singapore, India and the United Kingdom, the briefing identifies three lessons for governments:

  • Success depends less on excellence in any one layer than on how well the layers work together.
  • The layers constrain one another in both directions, so a weakness in one layer can hold back the whole.
  • Governance needs to develop in step with technology, and each country’s path should reflect its own context.

The briefing also stresses the importance of democratic oversight. As algorithms play a larger role in public decisions, oversight should be built into each layer from the outset.

The publication is intended for policymakers, public servants and practitioners responsible for digital transformation in government. It includes a practical approach to assessing digital maturity and a set of recommendations for policymakers.
