
Bassam Al Mannai
Bassam Al Mannai, Assistant Secretary-General for the Centre for Future Foresight and National Visions at the National Planning Council. He leads Qatar’s national foresight agenda, guiding long-term visioning, strategic planning, and anticipatory governance across government. His role centers on shaping the country’s future direction through identifying emerging trends, managing strategic risks, and steering the development of Qatar’s next National Vision. He also oversees efforts to strengthen evidence-based policymaking and behavioral insights, build government-wide future readiness, and ensure alignment between national priorities, sectoral strategies, and long-term development goals.
With nearly two decades of service in government and state-owned enterprises, Al Mannai brings a strong background in economic monitoring, fiscal analysis, and the leadership of major capital projects. His experience spans master planning, real estate portfolio management, policy development, and legislative reform. Known for his strategic leadership and ability to coordinate across agencies, he has a proven track record in implementing national strategies and driving system-wide improvements.
