Lillian Smith

Lillian Smith is an ICT professional with over ten years of experience dedicated to enhancing data governance and digital transformation in Papua New Guinea’s public sector. Currently, she is the Manager of Research and Emerging Technology at the National Information and Communications Technology Authority (NICTA) PNG.

In her previous role as the Manager of Data Governance at the Department of Information and Communication Technology, she co-authored the National Data Governance & Data Protection Policy 2024. This achievement marked a career milestone, establishing a foundational framework for data privacy, compliance, and integrity in our country. Her background covers the entire ICT spectrum, from early experiences in system administration and technical support at the Internal Revenue Commission to leading strategic planning and stakeholder engagement for national digital initiatives.

She holds a Master of E-Government with Merit from Victoria University of Wellington, New Zealand, and a Bachelor of Science in Computer Science from the University of Papua New Guinea. Driven by a passion for using technology to improve service delivery, she is dedicated to ensuring that PNG’s digital development is built on a secure, accessible, and well governed foundation.
