Mohammed Alotaibi

Mohammed Alotaibi is a policy architect with over two decades of leadership in public policy, economic transformation, and institutional reform. Most recently, as Acting Governor of Saudi Arabia’s Research, Development & Innovation Authority, he led the design and execution of national R&D initiatives, stimulating investment and advancing a shift toward a startup-driven innovation market. His career spans transformative roles in radio spectrum policy, space governance, and national sovereignty policy, including Deputy Governor at Saudi Arabia’s Communications, Space & Technology Commission and Technical Policy Lead at the Saudi Space Agency.

Mohammed earned a PhD in Engineering and Public Policy from Carnegie Mellon University and an MS in Engineering from the University of Pennsylvania, and has served on boards of leading national institutions. Recognized internationally for advancing evidence-based policymaking, he has represented Saudi Arabia at the G20, the United Nations, and the ITU. He also serves across multiple institutions, including the United Nations University, as a public policy scholar focused on statecraft, state capacity building, and systems-engineering approaches to decision-making in complex systems.
